Foam Rollers and Rag Setting
Winding damp hair on cloth or foam and letting it dry is the oldest way to make a curl there is: it asks nothing of the fibre, it costs almost nothing, and it lasts days rather than months.
This is the softest end of the tool family, and the only page here where the honest answer is often that you do not need a salon at all. The wire-cored version is at benders and flexi-rods.

A cylinder with nothing inside it, and a strip of cloth
A foam roller is a compressible cylinder, sometimes sleeved in mesh, held with a light clasp or a pin rather than a strap. There is no skeleton in it at all, so it gives across its entire width. The trade name for the squashiest sort is a pillow roller, and it is accurate: you can sleep on one, which was always the point.
A rag is simpler still. A strip of cloth has no diameter of its own until hair is wound onto it. The wearer decides the size of the curl by how much cloth is in the roll and how much tension goes into the wind, and the ends of the strip are tied in a knot or a bow to hold it. Nothing about that has changed in two hundred years.
What both share, beyond softness — and what separates them from the wire-cored tools on benders and flexi-rods — is that the hair is not being forced onto a shape. It is being invited into one. A rigid rod imposes a radius; foam and cloth compress until the hair stops pushing, so the finished section is a lazy oval rather than a true cylinder, and no two of them come out identical. The trade-off is control. These are the least precise tools in the library, and on a head where you want forty matching curls they are the wrong choice.

Mass-market from the 1960s onwards, and the tool a generation of women slept in. Light, cheap, comfortable, and grip is their weakness — fine slippery hair will slide off a smooth foam surface given half a chance.
CLOTH
Rags and twisted paper
Older by centuries and still the cheapest curl available. An old cotton sheet cut into strips will do it. Grip is excellent, because the tie is part of the tool, and the finished wave is softer than anything a manufactured former produces.
Curl before chemistry, and the word that survived
Everything else in this library depends on a bottle. This does not, and it is older than all of it by a very wide margin. Long before anyone could break a disulphide bond on purpose, hair was set by winding it damp onto strips of cloth or twisted paper, tying them off, and going to bed. In the morning the ties came out and the curl was there. It was domestic, it was free, it required nobody’s permission and no equipment anyone had to buy, and it worked. The setting lotions that came later, gum and sugar solutions painted on before the wind, are at before the perm.
The French word for the paper version is papillote, and its afterlife is the best single piece of evidence for how long and how widely this was done. It travelled into half the languages of Europe as the ordinary trade word for a soft setting tool and it is still there — and it travelled into cookery as well, where food baked wrapped in a twist of paper is still cooked en papillote. Same word, same idea, same little paper parcel. When a European supplier lists papillotes today they mean a soft bendable former, and the word arrived in the catalogue by way of somebody’s grandmother.

Six languages, one object, and in every one of them the name is still the material it was first made of — paper, or cloth.
When manufactured hardware arrived, the soft methods did not die; they were pushed to one side. Cold waving in the 1940s and 1950s wanted grip and speed, and hard plastic gave both, so plastic took the salon. Foam kept the bedroom. By the 1960s and 1970s the lightweight synthetic pillow roller was a mass-market object on almost every dressing table in Britain, doing overnight what a salon did in an hour with a dryer. Professionals kept soft tools for delicate scalps, for period and editorial work, and for the client who cannot bear the weight and pull of a head of plastic rods. What is happening now is a revival, and it is a genuine one, but it is a revival of a domestic craft rather than a professional one.
Water, hydrogen bonds, and the whole of the mechanism
This is the mechanism behind every wet set, blow-dry and roller set that has ever been done, and it is worth understanding properly because it explains both why the technique works and why it stops working.
Hair holds its shape partly through disulphide bonds, which are strong, permanent and the thing a perm lotion goes after; and partly through hydrogen bonds, which are weak, extremely numerous, and broken by nothing more dramatic than water. Wet the hair and the hydrogen bonds let go. Put the wet hair into a shape, dry it in that shape, and the hydrogen bonds re-form holding the new position. That is the entire trick. It requires no chemistry, no heat and no skill beyond patience.
A perm changes the bonds that water cannot touch. A set changes the bonds that water undoes. That single sentence is the whole difference between the two.
Which means the set has an expiry date built into it from the first minute. Wet the hair again, or leave it long enough in a damp room, and the hydrogen bonds release and the hair goes back to what it was. That is why a beautiful set collapses in London drizzle while a perm does not, and why a set is completely undone by a single wash. It is also, incidentally, why the sets people slept in for generations were done on damp hair rather than dry: dry hair wound on a rag does very little, because there is nothing to release and re-form.
How long it lasts, said plainly
I would rather be blunt about this here than have anyone find it out on a Sunday morning.
A heatless set lasts days. Not weeks, and certainly not months. Until the next wash, or the first properly wet afternoon, whichever arrives first.
No product changes that. No overnight technique changes it, no silk tube changes it, no setting spray changes it, and no amount of skill in the winding changes it. A hairspray or a setting lotion can hold the shape against ordinary humidity for a while — that is what they are for, and they buy hours or a day rather than a category of time — but the bonds doing the work are still the ones that water undoes.
There is no such thing as a heatless perm
The phrase appears constantly and it describes two entirely different things wearing one name. If there is no reducing lotion involved, it is a set, and it lasts days. If there is a reducing lotion involved, it is a perm, it lasts months, and every chemical rule in this library applies to it in full. Nothing splits the difference. If you are being sold something that promises the longevity of one and the gentleness of the other, ask which of those two it actually is and what is in the bottle.
None of that is an argument against it. A set is the right answer far more often than the trade admits. It costs almost nothing, it can be repeated as often as you like, it asks nothing whatsoever of the fibre, and it can be done on hair far too fragile for any chemical service — hair that has been through bleach, hair that is mid-recovery, hair belonging to someone who has been told no by me and wants curl anyway. For that client it is not a consolation prize. It is the version of the look they can actually wear, indefinitely, without cost.
Heatless curls, which are rag curls with a new name
The overnight heatless-curl sets that fill social media — damp hair wound round a soft tube, or a dressing-gown cord, or a length of ribbon, tied and slept in, filmed the following morning — are precisely the technique described above, rediscovered by a generation that had never been shown it. There is nothing new in it, and there is nothing wrong with it either.
I am genuinely glad it came back, and not out of nostalgia. It arrived at the end of a long period in which the default route to a curl was a hot iron used most mornings, and hot irons do cumulative damage that nothing reverses. A method that reaches the same look with water and time is a straightforward improvement in the health of a lot of people’s hair. It is also the only curling technique on this site that a fourteen-year-old can do to herself with no risk at all, which matters more than it sounds.
Two practical notes from the chair, since the videos rarely include them. Hair should be damp rather than soaking — sopping hair will not dry through overnight and comes out limp and disappointing, and towel-dried to about eighty per cent is the state you want. And the ends are where the failure usually is: a tip that was not wound smoothly onto the strip finishes with a crimp or a hook in it, and no amount of shaking it out afterwards removes that. Wind the last inch with attention and the rest forgives you.
The one thing I would say against the revival is the vocabulary that has grown around it, which borrows from perming and promises accordingly. There is no restructuring going on. Nothing is being repaired, sealed or rebuilt. Water went in and water came out, and the hair is exactly what it was before, which is the best possible outcome and does not need improving on.
When soft tools carry a perm, and the rules that do not move
Foam rollers do occasionally hold a chemical service — usually a mild lotion at a generous diameter, for a soft vintage silhouette with no ring of defined curl in it. It is an uncommon choice and it has particular ways of going wrong.
- Slippage. There is no locking mechanism. A clasp that was not seated or a tie that worked loose lets the section unspool, and it then processes straight while every section around it curls. That is the characteristic failure and it is not always visible until the rinse.
- Absorption. Open-cell foam takes up lotion; denser closed-cell material takes up much less; both exist and no percentage worth publishing describes either. Mix enough and check saturation rather than assuming it, because an under-saturated section simply reads looser than its neighbours.
- Raw fabric cannot be cleaned to salon standard. Which is the honest reason rag setting is not a chemical service in a professional salon, whatever its merits at home. Cloth soaked in a reducing lotion is not going on another client’s head.
And the tool changes none of the chemistry. This needs saying on every page in this family, because softness is exactly the quality that tempts a salon across a line it should not cross.
The chemical rules, whatever the tool
Over bleach, usually no — and usually is doing real work in that sentence. Bleaching oxidises the sulphur that holds hair together into a form no neutraliser can rebuild, so most bleached or highlighted hair takes a curl that drops out within weeks while the hair pays for it. That is the default and the default is no. But it is a judgement made on the hair in front of me — how much lightener, how long ago, how much has grown out, what condition the rest is in — and occasionally, in the right hands and at the right strength, it is possible. Assume no, and come and let me look rather than deciding from a page. See bleach damage. A heatless set, by contrast, is open to anybody, because there is no chemistry in it at all.
Never over a hydroxide relaxer, in either direction, because lanthionisation removes one sulphur permanently and leaves a perm lotion nothing to open — see perm versus relaxer. And a strand test over any tinted head, every time, not only when the colour looks recent.
Aftercare, if there was a lotion involved, is seventy-two hours. Neutralising reforms the bonds but it does not finish the job on the spot — oxidation carries on in air and the fibre keeps hardening for about three days. In that window what you press into the hair tends to stay: no tight ties, no clips, no hard brushing, and go gently with heat. For washing, follow the instruction that came with the product used rather than a thirty-year-old rule of thumb. None of that applies to a set, which you may wash out five minutes after making it if you change your mind.
Questions
How long do rag curls or a foam-roller set last?
Days. Until the next wash, or the first genuinely damp afternoon, whichever comes first. The set is held by hydrogen bonds, which water breaks, so water is what ends it. That is not a failure of technique and no product changes it — a set is a temporary shape by definition, and it is the honest trade-off for a method that costs nothing and does no damage.
Are heatless curls the same thing as rag curls?
The same technique with a newer name and better ring lights. Damp hair wound on something soft, dried in that shape, and the hydrogen bonds re-form holding it. It is centuries old, it was ordinary domestic practice across Europe and the Americas long before anyone could perm anything, and the physics has not changed since.
Is there such a thing as a heatless perm?
No. The phrase covers two different things. Without a reducing lotion it is a set and it lasts days; with a reducing lotion it is a perm, it lasts months, and every chemical rule applies in full. If someone is offering you the longevity of a perm with the gentleness of a set, ask what is in the bottle, because one of those two answers is the real one.
Should my hair be wet or damp when I wind it?
Damp. Soaking hair does not dry through overnight and comes out limp; bone-dry hair barely takes a shape at all, because the hydrogen bonds have to be broken by water before they can re-form anywhere new. Towel-dried to about eighty per cent is the state you want, and give the last inch of each section your attention, because a badly wound tip finishes with a hook in it.
Can I do this on bleached or damaged hair?
A heatless set, yes, freely and as often as you like — there is no chemistry in it, nothing is being restructured, and it is one of the few things I can offer someone whose hair is mid-recovery. A chemical perm on the same tools is a different question entirely, and over bleach the answer is usually no, judged on the hair rather than read off a page.
Why do foam rollers slip out of my hair?
Because there is no locking mechanism, only a clasp or a pin, and a smooth foam surface gives fine or freshly washed hair very little to grip. Cloth grips considerably better, which is one reason rags outlasted several generations of manufactured alternatives. In a chemical service a section that unspools processes straight while its neighbours curl, which is the main argument against foam in the salon.
Do foam rollers soak up perm lotion?
Open-cell foam does — the ordinary spongy sort takes up liquid, and denser closed-cell material takes up much less. Both are sold and you cannot tell them apart by looking. Rather than trusting a figure, mix generously and check saturation section by section, because the consequence of getting it wrong is not dramatic, just uneven.
