Base Control
The angle at which a section is held before the rod rolls down — and therefore where the finished rod sits relative to the patch of scalp it grew from — is what decides how much lift you get at the root.
Nobody books this. It is not a service and it does not appear on a price list. It is the lever underneath every wrap in this library, and it is the single thing most worth understanding about how a perm is wound, because it is decided silently, rod by rod, by whoever is holding the comb.

What a base is, and why the rod has to match it
Part off a section to be wound and you have created a base: the rectangle of scalp that section grows out of. Everything on this page is about one relationship — where the finished rod ends up sitting in relation to that rectangle.
Before any of it works, the base has to match the rod. No wider than the rod is long, no deeper than the rod is thick. This gets quoted in inches and the inches are useless, because rods come in several lengths and a number taken off one page ends up applied to the wrong tool on the next. Hold the rod against the section instead. A section wider than its rod spills over the ends, drags the rod off the position it was meant to hold, and sets a fold that no styling removes.
Then comes the only variable that matters here: how far the hair is lifted away from that base before the rod is rolled down. Combed up, the rod lands on top of its base. Combed straight out, it lands on the lower edge. Combed down, it lands below the base entirely, resting on the scalp beneath. Same rod, same lotion, same hair, three different heads.
The rod decides how big your curl is. The lotion decides how firm it is. The angle decides whether your hair stands up.
135, 90 and 45 degrees
135 degrees
On base
The section is combed up and slightly forward, past the perpendicular, and rolled down so the rod finishes sitting directly on top of its own base. Maximum tension at the root, and maximum lift: the hair is set standing away from the scalp before it bends into the curl at all. This is what a crown that goes flat by lunchtime needs, and it is the most demanding position on the head.
90 degrees
Half off base
The section is combed straight out from the head, perpendicular to the scalp, and the rod finishes on the lower parting line of its base. Natural, moderate lift without extreme root tension. It is the default for most sections on most heads, and it is also what happens by accident when nobody is thinking about elevation at all.
45 degrees
Off base
The section is combed downwards and the rod finishes below its base, resting against the head beneath the parting. No lifting tension whatever: the root lies flat and the curl begins further down the shaft. This is what a nape needs so the bottom of the hair does not bell outwards, and what thick hair needs so the whole head does not become a pyramid.
Those three numbers are the entire vocabulary. Everything else — root lift, flatness, the shape of a silhouette from the side — is described with them.
It is worth being clear about what elevation does not do. It does not change the size of the curl, which belongs to the rod diameter. It does not change how firm or how durable the curl is, which belongs to the lotion. Rolling tighter does not make curls smaller; it makes roots stand up and hair break. These get confused in the chair constantly, and the confusion is expensive, because a client who asks for smaller curls when they wanted more volume gets a smaller rod and no more volume than they started with.

A root perm is on base taken to its extreme — the elevation is the service. A stack perm is off base by another name, with the canopy left out entirely so nothing lifts. A directional wrap is base control aimed sideways instead of upwards: the same decision about where the hair leaves the scalp, made in the horizontal plane. And the patterns — the straight set and the brick lay — decide where the bases sit in relation to each other, while base control decides what each rod does with the one it has been given. The two questions are independent. You can brick-lay a head and roll every rod at 90 degrees, or grid a head and mix all three elevations; both are ordinary days in a salon.
Pattern decides where the rods sit relative to each other. Base control decides where each rod sits relative to its own root.
If you only ever take one technical idea away from this library, take the angle at which somebody held the section. It explains more finished heads than any bottle does, and unlike the bottle it is free.
One head usually needs all three
The commonest complaint I hear about a previous perm is not that the curl was wrong. It is that the volume ended up somewhere the client did not want it. That has one cause almost every time: a single elevation used across the whole head.
Wrapping everything at 90 degrees gives an even, predictable result, and it is what a nervous or hurried stylist does. But heads are not evenly shaped and faces are not evenly proportioned. Lift at the crown flatters nearly everyone. The same lift at the ears widens the face. The same lift at the nape produces a bell that pushes the hair out over the collar. Uniform treatment of an uneven object gives an uneven result, reliably.
A considered head therefore mixes: on base at the crown for lift, half off base through the sides for natural flow, off base at the nape so the bottom lies down. That is not an advanced flourish, it is the ordinary competent version, and it costs nothing but the attention to change the angle between one rod and the next.
How to ask for it without knowing the angles
You do not need the degrees. Describe the shape rather than the curl. “I hate it when my hair is flat on top” is a complete instruction — it means on base at the crown. “I want it sleek at the root and curly further down” means off base. “It always goes wide at the jaw” means drop the elevation at the sides. Anyone who understands their trade will translate those into angles without you having to name one.
Drop the elevation, not the chemistry
This is where mechanics collide with a hair’s chemical history, and the resolution is the most useful thing on the page.
Rolling on base at 135 degrees puts sustained tension on the root. If a band of old tint, previous regrowth or earlier chemical work sits exactly there — and on most returning clients it does — that boundary is already the weakest point on the strand. Add a lotion that swells and softens the fibre, hold it under tension for twenty minutes, and it can part under low load.
Drop the elevation, not the chemistry.
The instinct is the other way round: soften the lotion and wind on base as planned. But the lotion is not what is pulling on the demarcation line. The angle is. A milder bottle on hair held at 135 degrees is a smaller chemical load on an unchanged mechanical one, and the mechanical one is what fails. Dropping to half off base protects the root and still delivers body. Volume is negotiable in a way that structural integrity is not.
Band breakage
The hallmark of base control gone wrong, and it is worth recognising because it looks like something else. A stylist rolling on base, unable to keep the rod up where they want it, pulls the elastic tight across the root to hold the position. The band digs into hair that is swollen and chemically softened, and the strand parts at the scalp. What the client finds afterwards is a row of stubble in a straight line, which reads as hair loss and is not: it is mechanical breakage in the shape of a rubber band. The band is fastened across the top of the rod, never across the base — and if the rod will not stay on base without force, the honest answer is that this section should not be on base.
Bleach
Usually no — and usually is doing real work in that sentence. Bleaching oxidises the sulphur that holds hair together into a form no neutraliser can rebuild: cystine becomes cysteic acid, and the neutraliser needs two sulphur atoms it can no longer find. So most bleached or highlighted hair takes a curl that drops out within weeks while the hair pays for it. That is the default and the default is no. Highlights count, foils count, and grown-out bleach still on the lengths counts. On-base wrapping has the least latitude of any position here, because it loads the root hardest of all. But it is a judgement made on the hair in front of me — how much lightener, how long ago, how much has grown out, what condition the rest is in — and occasionally, in the right hands and at the right strength, it is possible. How three numbers became a common tongue
Hairdressers were controlling elevation long before anybody put a number on it. In the machine era and the early cold wave years it was not a formalised science: sections were taken and rolled down to the scalp in whatever way felt comfortable, which lands more or less at half off base by default. The result was reproducible only within one pair of hands, and it could not be taught quickly.
What changed was the wider move to treat hairdressing as applied geometry, which came with the precision cutting era of the 1960s. Pivot Point International, founded in Chicago in 1962 by Leo Passage, was among the schools that taught it that way, and the language of degrees — sections, bases, elevations — reached working salons largely through teaching of that kind. I am deliberately not giving you a date for when 135, 90 and 45 were codified as a curriculum, because I have not been able to establish one, and a confident date would be more satisfying than it is true.
What matters is what the numbers did. They made an intuition transferable. A stylist in one country could describe a silhouette to a stylist in another and be understood exactly, and a junior could be corrected precisely instead of vaguely. That is why the terms survive in every training system in the world while a great many more fashionable ideas have not.
Root lift is a wasting asset
Whatever elevation is set, it is set into the hair that exists on the day. Hair grows about half an inch, a little over a centimetre, a month, and every millimetre of new growth arrives at whatever angle your scalp intended rather than the one the rod chose. So the lift that was engineered at the root travels away from the root, and the silhouette settles gradually. Nobody can tell you the week that happens on your head, and anyone who quotes you a figure is guessing.
The limits of the angle
Hair has to travel round the rod at least two and a half times to form a complete S. Below that, no amount of chemistry produces a curl.
Elevation cannot rescue that. Holding a section at 135 degrees does not add length, and if the hair cannot circle its rod two and a half times there is nothing at the root to lift — you get a bend that has gone within a fortnight, standing up slightly. Curl and volume are two separate purchases and the arithmetic decides the first one before the angle gets a say.
Nor does elevation touch longevity. That belongs to the rod: a tight coil on a small rod holds six to eight months, a classic mid-size rod four to six, a large-rod wave two to three. A head wound entirely on base does not last longer than the same head wound off base. It stands up more while it lasts.
Two more honest limits. Extreme elevation on very thick hair does not produce more volume, it produces width — the hair has nowhere to go but outwards. And accurate on-base elevation at the back of your own head is not achievable at home; consumers inevitably drag the hair downwards as they roll, which is off base, which is exactly why home perms so reliably arrive with flat roots and heavy ends.
The last limit is the one worth carrying out of here. Elevation is chosen rod by rod by a person, in the moment, usually without discussion. It is the part of a perm most likely to be settled by habit rather than by decision — which is why describing the shape you want, rather than the curl, is the single most useful thing you can say before anyone starts winding.
Questions
Why does my perm have no volume at the roots?
Almost certainly off base or half off base placement. If the hair is combed downwards as it is rolled, the rod finishes below its own parting and there is no lifting tension at the root at all. Root volume requires the section to be held up, past the perpendicular, so the rod lands on top of its base.
Does rolling the hair tighter make the curls smaller?
No. Curl size comes from the diameter of the rod and firmness from the lotion. The angle decides root lift, not curl size. Extra tension does not buy a tighter curl; it buys stress at the root, which is the one place hair can least afford it.
What happens if the section is bigger than the rod?
The hair spills over the ends of the rod, the rod is dragged off the position it was meant to hold, and the curl comes out loose and uneven with a fold set into it. The excess tension at the edges of the section is also a common cause of breakage. The base matches the rod, always.
Is on-base wrapping more damaging than off base?
Mechanically, yes — it puts the highest tension on the root, which is exactly where old colour bands and regrowth boundaries sit. On genuinely healthy hair that is not a problem. On borderline hair the correct response is to drop to half off base and accept a little less volume, rather than to soften the lotion and roll on base anyway.
Why would the nape be rolled differently from the top of my head?
Because they want opposite things. The crown usually wants lift, so it is rolled on base. The nape usually wants to lie flat against the neck, so it is rolled off base — otherwise the curl puffs out into a bell over the collar. A head wound at one angle throughout is a head that has not been looked at.
My last perm gave me volume everywhere except where I wanted it. What went wrong?
One elevation used across the whole head. It gives an even result on an object that is not even: lift at the crown flatters, the same lift at the ears widens the face, and at the nape it makes a bell. The fix is mixed elevation rather than a different lotion or a smaller rod. Describe the shape you want rather than the curl, and it becomes a straightforward instruction.
