The European Perm
The European classic is the cold wave: no machine, no heated rod, nothing but a lotion at room temperature and the tension of a wind that has to be right first time, because there is no second variable to rescue it.
This is the tradition I was trained in and the one most of Europe still teaches. Its defining feature is what it does without — and that absence is why the wind carries so much of the result.

One variable, and nothing to hide behind
The European classic perm is a cold wave. Hair is wound onto plastic rods under controlled tension, an alkaline lotion is applied, the reduction is watched, the hair is rinsed, and an oxidising neutraliser puts the bonds back in the shape the rod has decided. From start to finish it happens at room temperature.
Compare that with the heated services of East Asia, where a machine supplies a second lever and a milder lotion can be used because warmth is doing part of the work. The European classic has no such lever. It has a lotion strength, a timing and a wind — and since the strength is dictated by the hair rather than chosen freely, and the timing is bounded at both ends, most of the room for expression lies in the wind.
In a cold wave the wrap is not the preparation for the service. It is most of the service.
Which is why the European tradition invested so heavily in wrapping geometry, and why apprentices here spend months winding blocks before they are allowed near a lotion. A nine-section wind, a brickwork lay-out that offsets each row so no parting shows through, a directional wrap that rolls each rod in the direction the finished style will be worn: those are not decorative refinements. They are the mechanism. There is nothing else in the room to correct them. Base control and the croquignole wrap take that apart properly.
The second reason this tradition is built the way it is: European hair. Finer on average, less perfectly round in cross-section, and inclined to lie flat against the scalp. It does not usually need the persuasion coarse hair needs; it needs lift and it needs predictability. A cold rod can be wound right down to the skin, which is exactly what a heated rod cannot do, and that is why root volume remains the thing the European classic is unambiguously best at.
Reading a lotion, and the trap in the numbering
Every continental house sells its cold wave in tiers. What the tiers mean is where clients — and, honestly, a fair number of stylists — go wrong.

Alkaline
Ammonium thioglycolate with free ammonia. The widest cuticle opening, the fastest diffusion, the firmest curl. For resistant, coarse, virgin or grey hair. Detail at the alkaline perm.
7.8 TO 8.2
Acid-balanced
Alkaline enough to work at room temperature, mild enough for hair that will not take a full alkaline wave. The commonest compromise on a European trolley. See the acid-balanced perm.

True acid
Essentially neutral, barely swelling the cuticle, needing warmth and time instead. A softer result, and increasingly hard to source in Europe. See the true acid perm.
Now the trap. There is no industry-standard strength scale, and the manufacturers do not even agree on using numbers. The 0 to 3 numbering that UK salons treat as universal is one house’s product numbering — L’Oréal’s Dulcia Advanced — and it has become familiar simply because it has been on wholesalers’ shelves here for decades.
On that scale the number rises with fragility. A 3 is the weakest lotion in the range, not the strongest.
Get that backwards and you put the most aggressive product on the most vulnerable head. Meanwhile another major house numbers nothing and uses letters for natural, coloured and sensitised hair; a third names its formulas outright and matches them to hair types on a chart. Which leaves one sound rule for reading any trolley in any country:
Read the active ingredient and the pH, never the range name. A tier number tells you a manufacturer’s internal ordering. The reducing agent and the pH tell you what is about to happen to the fibre. The four European houses and their notations are on the European perm houses.
The ceiling, at least, is shared. Under the cosmetics rules in force across the EU and retained in Great Britain, thioglycolic acid and its salts are permitted in waving products only where the ready-for-use product sits between pH 7 and 9.5, at a maximum of 8 per cent for general use and 11 per cent for professional use. When this library says an alkaline wave runs to about 9.5, that is where the law stops, not where a formulator’s taste stopped.
French, German, British — the same chemistry, different centres of gravity
It would be tidy to say Europe contains three schools of perming. It does not, quite. What it contains is three markets that came at the same chemistry with different priorities, and those priorities still show.
The German emphasis: manufacture
Germany is where the bottles come from. Wella took its name in 1924 from the German for waves and was making waving agents in the same period. Schwarzkopf grew out of a Berlin chemist’s shop. And Goldwell, alone among the majors, was founded on a perm and nothing else — Hans Erich Dotter set up at Darmstadt-Eberstadt in the autumn of 1948 with a cold wave formula of his own devising and sold it direct to salons. A tradition built by manufacturers thinks in systems: tiers, matched neutralisers, printed protocols, and technical education as the sales channel.
Germany also produced the clearest example of that industry regulating itself. Glyceryl monothioglycolate, the reducer behind the true acid perm, is a documented occupational sensitiser among hairdressers — the first paper on it was published in November 1981. It was withdrawn from the German market around 1992. That was a voluntary market withdrawal, not a ban, and the distinction matters: the trade removed it because the people handling it all day were reacting to it.
The French emphasis: colour first
France’s great house was registered in 1909 as a hair dye company and has been one ever since. Perming there has always sat beside the core business rather than in it, and the practical consequence is visible on a French trolley: the perm question is nearly always asked in the presence of a colour question. What lotion strength does this tint history allow? Will this oxidiser lift the colour I put on last month? That is a good instinct, and the British trade could stand to borrow more of it.
The British emphasis: geometry and the science behind it
Britain’s contribution is cutting-led. The wave here is expected to fall into a shape that was cut to receive it, which is why British training treats sectioning, tension and rod direction as the substance of the service rather than its preliminaries.
There is also a British scientific claim that deserves to be better known. J. B. Speakman, working on wool at the University of Leeds, filed in Great Britain on 10 December 1934 for setting keratin by reduction at room temperature followed by oxidation. That is the principle of the cold wave, and it was Speakman’s work that a United States court later relied on to strike down the American patent that claimed it. An hour and a half to two and a half, and what it is spent on
- Diagnosis. Porosity, elasticity and the whole chemical history, not the part the client thinks is relevant. Then a clarifying cleanse to take off mineral load and styling polymer — and the scalp is not massaged, because micro-abrasions are what turn an alkaline lotion into a stinging one.
- The wind. Precise geometric sectioning, folded end papers to protect the tips, rods chosen for diameter and profile. Tension is even and moderate: too little and the shape is vague, too much and the band marks the hair at the root.
- Application. Protective cotton at the hairline, then each rod saturated individually. Skipping a rod is how a head comes out patchy.
- The test curl. One rod unwound part-way, looking for the S-shape that says the reduction has gone far enough. This is the only real instrument in the service. Manufacturers’ first-check timings differ so widely between current systems that no house figure would be honest — you follow the instruction for the lotion you are actually using, and you look.
- The rinse. Warm water, still wound, at least five minutes, then blot every rod thoroughly. This is the point at which the hair has no structure of its own and is being held in shape by a piece of plastic. Blot, never drag.
- Neutralising. The oxidiser goes onto the rods, sits, and the rods come off carefully. Final rinse, acidic conditioner.
What you get is a structured, predictable wave with real root volume, tightest and best defined when wet or diffused, softening gradually over three to five months rather than stopping. Book it as cold waving; for root lift alone, root volume.
Seventy-two hours
The old rule was a flat forty-eight hours, repeated everywhere, attached to nothing. Here is the accurate version and the reason for it.
Seventy-two hours — because oxidation carries on in air and the fibre keeps hardening for about three days.
Neutralising reforms the bonds but it does not finish the job on the spot. Cross-links go on forming after you leave, in contact with the air, and the fibre is still stiffening into its new arrangement across that window. In it, what you press into the hair tends to stay: no tight ties, no clips, no hard brushing, and go gently with heat. A wide-tooth comb and a light hand for three days is the whole of the discipline.
On washing specifically: follow the instruction for the lotion that was used on you rather than a thirty-year-old blanket rule. Modern systems genuinely differ, some wanting the hair shampooed the same day and some wanting three days, and whoever did the perm knows which. It is a fair question to ask at the desk. Aftercare products should be acidic, in the 4.5 to 5.5 range, because the sooner the acid mantle is re-established the sooner the cuticle is properly closed over the new bonds. General home care begins after that window, not during it.
Three failures, all of them mechanical before they are chemical
Fishhooks
The tip of the strand buckles back on itself during the wind, usually because an end paper was misplaced or the ends were not smoothed before the roll started. It sets that way and it stays that way. There is no product fix; the ends come off.
Banding
The rubber band pulled tight across the hair at the root leaves a permanent dent, and at worst the fibre parts under low load at that exact line. A band should sit against the rod, not across the base. This is the failure most likely to be blamed on the chemistry when it was the hand.
Over-processing
Lotion left too long, or a strength chosen for virgin hair applied to porous hair. The result is not a tighter curl. It is hair that softens early, will not hold the rod, and comes off frizzy with no elasticity in it.
The drop
Curl that looks right on the day and is gone in a fortnight. Usually the rinse or the blot: residual reducing agent left fighting the oxidiser, or a waterlogged rod diluting the neutraliser below the strength it needs.
Note what all four have in common. None of them is a fault of the bottle. That is the honest summary of the European classic: it is a technique-led service with a chemistry that is well understood and largely unforgiving of hands.
The corollary is the home kit. The geometry, the tension control and the timing cannot be executed cleanly on the back of your own head, and the commonest home outcomes are exactly the four above, with overlap onto already-permed hair added on top.
Who it suits, and where I stop
Best on fine to medium hair that lies flat, lacks volume and will not hold a temporary heat style. It suits oily scalps rather well, though not for the reason usually given: lotion does not absorb sebum. Texture simply holds the lengths away from the root, so oil travels down the shaft more slowly and roots read fresher for longer.
Single-process tinted hair can be waved. It takes a milder lotion chosen for the raised porosity, a strand test taken before anything is committed, and closer watching during processing — because damage makes hair dangerously easy to process, not hard. That is the point clients most often have backwards.
Men: extremely popular, and it is ordinary cold-wave technique on smaller rods doing it. That work is at cold waving for men.
Pregnancy: systemic absorption is negligible, but hormonal change alters porosity and elasticity enough to make the result unpredictable, and an unpredictable perm is not worth having. Most salons advise waiting, and so do I.
Bleach: usually no, and usually is doing real work
Usually no — and usually is doing real work in that sentence. Bleaching oxidises cystine into cysteic acid; the neutraliser needs two sulphur atoms it can no longer find, so most bleached or highlighted hair takes a curl that drops out within weeks while the hair pays for it. That is the default and the default is no. A milder lotion does not solve it, because the problem is not how the bond is being opened — it is that the bond is not there.
Highlights count. Foils count. A few scattered ones count. Grown-out bleach still sitting on the lengths counts. What can move the answer is not a gentler acid perm: it is a judgement made on the hair in front of me — how much lightener, how long ago, how much has grown out, what condition the rest is in, and whose hands are doing the work — and occasionally, in the right hands and at the right strength, it is possible. Hydroxide-relaxed hair is never permed, and permed hair is never relaxed. Thio and hydroxide never meet, in either direction: perm versus relaxer.
Questions
What is the difference between a European classic perm and an Asian digital perm?
The European classic uses no heat at all — chemistry and the physical tension of the rod, at room temperature. It produces strong root lift and a curl that is tightest when wet. A digital perm adds heated rods on a controlled unit, cannot curl at the root, and produces a curl that is at its best when dry. They are different instruments, not old and new versions of one.
Does a classic perm have to mean tight 1980s curls?
No, and the belief that it does has cost the service twenty years. Curl size is dictated by the diameter of the rod, not by the chemical in the bottle. The same alkaline lotion on very large rods gives soft body and movement. What made the 1980s look like the 1980s was the rod choice and the styling, not the chemistry.
How careful do I have to be after a perm, and for how long?

What is a brickwork wrap?
A winding pattern in which the rods are offset from row to row, like bricks in a wall, instead of being stacked in straight lines. It stops the hair splitting into visible partings once the perm is out, so the volume reads as blended rather than as rows. It is the standard European answer to the question of where the rods go.
How do I choose between an alkaline and an acid-balanced perm?
You do not choose from the shelf; the hair chooses. An alkaline wave suits strong, resistant, virgin or grey hair and gives the firmest curl. A milder lotion is for tinted, finer or more porous hair, where a full-strength alkaline lotion would go too fast. The decision is made at consultation from porosity, elasticity and colour history, and confirmed with a strand test wherever there is any tint present.
